Head of FRWO in a letter addressed to the Head of The Real Estate, Deeds and Properties Registration Department (REDPRD) asked him to immediately attend the issue and make legal arrangements for the transfer of the wetland to FRWO. He demanded acceleration of issuance of ownership document for Anzali wetland in the name of FRWO as the concerned representative of the government.

According to FRWO's website, Dr. Massoud Mansour's letter to Zabihollah Khodaeian states: "Considering the vital importance of wetlands in terms of environment and the existence of local, national and international sensitivities to this, and that these wetlands have been doubly challenged in the current situation due to climate change and reduced rainfall, undoubtedly, any wavering in the government's sovereignty over the wetlands can lead to the exploitation of land grabbers in the national and governmental arenas.

Mansour asked Deputy for Real Estate and Cadastre of REDPRD and Head of REDPRD without further delay to accelerate the issuance of ownership document for Anzali wetland in the name of FRWO as the concerned representative of the government.

Based on this report, Head of FRWO in this letter, referring to the upstream documents and the letter of the vice president for legal affairs, emphasized that all lands and properties therein including forests, rangelands, wetlands, wooded lands and forestlands are announced public property and belong to the Government.
